Pflugerville Animal Welfare Services (P.A.W.S.) provides shelter for the stray and homeless animal population in Pflugerville. P.A.W.S. also provides animal services and pet resources within the City of Pflugerville city limits.
The Office of the City Attorney is established by Section 4.03 of the City Charter. The City Council appoints the City Attorney and the City Attorney serves as the legal advisor and attorney for the city and all its departments and officers in the conduct of city business and shall represent the City in all litigation.
The City Manager's Office oversees the day-to-day operation of the City and all services and policy implementation. The City Manager is the Chief Executive Officer and head of the administrative branch of City government. Pflugerville's City Manager, Sereniah Breland is responsible to the Council for administration of all City affairs. The City Manager prepares recommendations and implements the policy direction approved by the Mayor and City Council.
The City Secretary is appointed by the City Manager. The City Secretary acts as the compliance authority for local, state and federal statutes. The City Secretary's Office administers all city elections; is the custodian of Municipal records including Council Minutes, resolutions, ordinances, contracts, campaign finance reports and other documents vital to the history of the City; and coordinates board and commission appointments.

The Planning and Development Services Department's core mission is to partner with our customers to deliver a well-planned city with high-quality development consistent with the Aspire Pflugerville 2040 Comprehensive Plan.
The City of Pflugerville fire protection and first response services are provided by the Travis County Emergency Services District Number 2.

Municipal Courts are the judicial branch of city government and part of the state judicial system. Municipal Courts hear misdemeanor criminal cases, including traffic violations, which are punishable by fine only, and for which no jail sentence may be assessed.
